Thanks @Wayne Schulz
Editing to add context..
What I find interesting about what's going on at my client is that the error message went away when I restored the old OM keys. I didn't do anything to any .Net setting on any O/S. Not sure if I'm just crazy, but here are the exact steps I took to get, and "resolve" this issue:
- Made backup copies of MAS_SYSTEM and SOA folders (didn't know which folder the OM keys were stored it).
- Applied the new OM keys (remember, they have the Avatax module in OM, but they aren't using it yet).
- Received the "Microsoft .NET V2 and WSE2 must be installed.." error trying to access SO Entry, PO Entry, Work Ticket, etc.
- Thought that since they weren't using that module in OM, I'd uninstall Avatax from the DSD ECP. Received a dire message that I'd have to reinstall AR, so bailed on that.
- Found 3 "AVATAX.." records in SY_SalesTaxSchedule, deleted those, same issue.
- For lack of a better idea, and the inability to figure out how to contact Avalara support, I restored the MAS_SYSTEM and SOA folders, then re-keyed in the old OM keys (which will expire in 7 days, hence the need for new keys).
- Now the users can access Sage without the "Microsoft .NET V2 and WSE2.." error, although of course they still get the "only 7 days left on your OM license" message.
- I sent this to EndPoint, and their response was "I’ll ask our developer, but this appears to be something either Sage or Avalara-related. Not something I’ve seen previously." and then "Confirmed that this is something either Sage or Avalara related".
- Just moments ago, received the following "We found this on a Google search, which should help", with a link to a @Wayne Schulz post here.
- Interesting to note that Wayne's post says "This error should only occur on Sage 100 Standard as both Advanced and Premium will use the components from the server.", and this is most certainly a Premium system.
Anyway, as we used to say in Austin, TX, onward through the fog.

This was also discussed here and I noted this as the resolution on at least one instance:

I'm getting this on every workstation logging into a 2025 Premium system after applying new Operations Management keys. They have the AvaTax Integration license, but it is not activated and they haven't started using it yet.
Also, the link that @Alnoor Cassim posted shows "

I just ran into this with a 2019.4 & PR 2.20.3 update for a client using Avatax. Thanks for posting the link @Alnoor Cassim!

Temporarily worked around this by renaming the LINKS folder. I also have seen it reported at least once previously in the group. If this is a .NET requirement and not some other bug - shouldn't the install routine test for .NET BEFORE?
This just shut everyone down from doing anything where Avalalara touched....
