Here's what I wrote back to Sage:
I disagree with this functionality. By definition, a transaction is an instance of buying or selling something-which means an actual event has taken place. When nothing is issued from inventory, no sale has occurred, so calling this a "transaction" doesn't align with the concept of inventory activity. If the goal is to review backorder history, Invoice History Inquiry already provides meaningful information, including backordered quantities.
If Sage's logic is to treat zero-shipped sales order lines as inventory transactions, then it raises the question: why don't unreceived PO lines also transact to inventory? The two situations are logically similar, yet they are handled inconsistently. As it stands, the behavior doesn't make sense.

Then, there needs to be a setup option to not expose these 0.00 transactions on the transaction tab.
And no wonder our clients have 1 Million Records in IM Transaction History; if they are writing every backorder into that file as a valid 0 quanitty, transaction.
If it is so valuable to have, there should be a report to support reviewing this "record of unfilled shipments" designed and developed by Sage. (SMH).

I received a response from Sage that this is a WAD! Their explanation:
"If an item is on the invoice and not shipped a record for zero quantity will show in the transactions referencing the invoice. This makes it easy to have a record of unfulfilled orders at time of invoicing. I tested this back to version 2017, and it works that same way. This would be an enhancement request if you wanted to see a change."
I disagree that this is useful information, but am not going to argue with Sage, nor waste effort on an enhancement request.
