Yearly Vacation Accrual based on Anniversary Date

    I am totally not getting how I could set this up in 2.19.2.  I have the Anniversary check box checked in Setup, have Fixed for the Time Off Code with some hours in it - the employee shows those hours as the limit, but nothing as available.
