It looks like it took any Enhanced Scheduling fixed time that was .25 it made it 4, .50 it made it 2, .75 made it 1.33, 1.00 made it 1. If it was not fixed time, it just made it 1. I believe if it wasn't fixed time, it should have populated the scaling section, which it did not. It populated with a 1. The Open WTs all came through correctly.
I figured I'll just import the Enhanced Sched for any fixed time into the budget field and if no fixed time, import the Enhanced Sched to the Scaling field and make the budget 1.

I am not sure where it is pulling from, but I can confirm that it is incorrect. We reported this to Sage about a month ago. You might call them and see if they have a fix or utility. We wrote a ProvideX script that we ran after conversion to read through all template steps and copy the value from "SchedulingHours" to the field "BudgetHours". It skips step 000000.
That worked for the client that we converted. I think that you could accomplish the same with a VI job, or I would be happy to email that to you with a "be sure to test the results thoroughly": and "use at your own risk" disclaimer.
