When using Starship. What is the best way to add 10% to the contracted UPS rates? I believe the options are using a handling change or setting up rules to add 10% to shipping amount coming back into MAS.

Jim, as you suggest you can setup freight rules that will do that in Starship. For instance we have a client that adds 10%, with a minimum amount if the 10% is less than the minimum.

Yep, that's what I did. I set a rule to add to 10% to the Total applied Shipment charge coming back into MAS..
