I remember when Sage came out with the EES (Extended Enterprise Suite) and wanted everyone to get Sage CRM and integrate it with Sage 100. They started issuing an "extra" license at about that time, I think. Interesting that they say they "closed a loophole", when access to neither Master Console nor Application Server Configuration can actually launch Sage tasks or access Sage company data.
FWIW, both Ronnie Aspe and Nathan Shaw replied to my Sage City post. I also posted this on Sage 100 Ideas. I really think there should be a way to troubleshoot why all the licenses are used up, especially when "they" swear they don't have that many users in - and it's not always possible to find someone who has access to Master Console. I know I can close a PVXWIN32 on the server (for Advanced systems), but without MC I can't tell which of those might be doing data entry.
