Scribus is open source and runs on Windows/Mac/Linux. If you want to spend money QuarkXpress and Adobe InDesign run on Mac as well as Windows.

Look what is available at the college bookstore at a big discount.

Who uses a Mac? Besides @WayneSchulz, and the entire education sector, I mean... :-) Have to agree with @MyronStevenson. Discounts on software in college are sweet. Also, have your daughter check with some of the computer or design departments. A lot of larger schools have agreements with the publishers that they will provide software for the students for free or at a significant discount. I had a full version of Visual Studio Enterprise or Team or whatever it was available to me in grad school for the cost of nothing more than some hard drive space. It's like the <insert sin of choice> people: they get you hooked with a free sample, and then you keep coming back for more.

What @AaronClark said. Also on www.journeyed.com she can get academic versions of lots of software for steeply discounted prices she just needs to fax/email her student ID card as proof.
