Hmm. I tried it and found the results very irrelevant. Probably due to a lack of data. But I do think google should use time on page as a weighting factor

Hasn't this been tried quite a bit when browser toolbars were all the rage? And Google presumably knows which of their search links are clicked upon - though probably not the exact length of visit.
