@Karen O'Lane - I troubleshot this and this is exactly what's going on with that Standard 2024.1 system:

PROBLEM is the pvxwin32.exe process for the Launcher itself terminates while the Launcher is loading. The Launcher then becomes an orphaned application unable to run anything from the menu.

Something is wrong with a file in the Mas_System folder. I know because I temporarily restored mine for v2024 (and a bunch of others until I narrowed it down) and it works with my Mas_System. I put everything back the way it was. The solution is to have them RESTORE their Mas_System folder from backup before the problem occurred.

(I wish I could tell you which specific file to restore though. I did take a stab at well known culprits like Sy_Workstation, Sy_Console, the Sy_Lock* files, Sy_ModuleDate, & a few more but no cigar.)
