I ran across this recently with an Advanced install. One workstation would not succeed in the install and I ended up doing exactly what you did with the MS Visual C++. I don't think it truly has anything to do with the peer to peer network.

I've been seeing this on quite a bit.
Go to Programs and Features and remove whatever existing Visual C++ 20xx - xxxx is there.
Retry workstation setup. Of course, with Run as Administrator on Autorun.exe.
