While I don't have the details of the changes made, my last 2017 to 2020 Advanced had same complaint. Outside IT made the indicated AV changes which helped a bit, but then said:
I dug deeper into the AV logs and found a couple of processes and files that the AV was inspecting that were not among the ones listed in the original exception list I built with Nancy a while back. I ended up exempting every directory, path, and process in the parent folder for Sage on the server.
Haven't had a complaint since.

I had a customer go from 2016 to 2019 and have the same complaint. They took it back to Windows 2012 instead of Windows 2016, ad that helped a bit, but did not solve the problem. We have long running case with Ronnie Aspe but have not gotten any results yet.
