Check SY_Module and SY0CTL in the old version to see if there are enhancements or modules that shouldn't be brought forward

they had a 'white paper' enhancement that we aren't bringing forward, so do i make a backup of the old, and uninstall or just remove from the sy_module? what should i do to the SY0CTL?

Make a copy of the files before deleting from those tables. in SY0CTL there are records for the modules installed, too. They start with lower case L (""l"")

I got this exact same error when trying to migrate from 2014 to 2016 this morning. The first install of 2016 didn't lay down all of the files in MAS_System. I had to rename the 2014 MIGRATE-ACTIVATE.PVX back to ACTIVATE.PVX, remove 2016 via control panel and install 2016 again. The second time worked.
