@alan niergarth - Passed this on to me yesterday afternoon before heading out for a weekend lake visit (I'm a bit green).
Went live with v2019 this week from v2017. Knowing that I would encounter the pesky cast com error if I tried to run a Crystal report in v2017, I copied the pvxwin32.exe.config from the v 2019 home folder to the applicable folders in v2017. Launched v2017 to ensure that Crystal would run. STILL got the error!
Sent a note to Alan because I knew he had much experience. His response was to use the version from v2018, NOT the v2019 one.
I did and now all systems are normal. But go figure how things can break like that.
