I haven't looked at the code for that particular Sage browse button but it could be setting the starting folder in a location that includes both the desired location for Paperless which has no Access issues but also a sub-folder / subdirectory where the user does not have access.
If you've already fixed the issue by pasting in the folder path and avoiding the button then leave it be. Otherwise IT can run a Process Monitor (ProcMon) trace when the button is pressed. It will indicate exactly which folder is getting an ACCESS DENIED error.

We did finally <g class="gr_ gr_286 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace" id="286" data-gr-id="286">login</g> and click "remember this login" but it just seems odd that browsing through Sage didn't work.
And this is Standard so it's using the rights of the logged in user.
