You shouldn't have to reinstall programs after an OS upgrade - HOWEVER, upgrading an OS in place is not the best way. Wiping C: and installing the new OS is better. This means all the apps have to be reinstalled, and if the server has Sage and/or Paperless on the C: drive it will need to be copied over somewhere and copied back. Non-OS apps on a server should be installed on D:, but especially with the rise of virtualization a lot of IT people get sloppy about this, even though it makes life much easier for OS upgrades, or for OS reinstalls due to a corrupted OS.
