Experienced this last week. IF you are working with
Advanced, the impact is limited to the local workstation. If you install the v2019 client on a workstation, then you have to install the pvxwin32.exe.config in the v2017 MAS90\home folder of the local workstation. You do not have to install on ALL ADV workstations.
If you are working with
Standard, then once you install on a workstation with 2017, then you need to install on ALL 2017 workstations as the pvxwin32.exe.config file resides on the STD server which impacts all workstations.

If you have a new server, and use a separate test workstation, you're fine.
If you are installing on the same server, watch out for any use of CR run-time on the server (e.g. scheduled task to auto-post...).
Installing v2019 workstation on one v2013 user machine means you have to put in the fix for all workstations.
