Sage 100

I have a S100 v17 Std. install where Crystal reports is unable to open any Crystal files from server or workstation but no issues running any stock reports for preview or print.  From withing Sage on a report if you click Designer it says the "document could not be opened".  If you browse to any Crystal file and try to open says the same thing.  If I open Crystal reports and try to connect to the database for a new report message says "failed to create the Crystal Database Connector" and you do not even get to the point where you can see the database expert screen to select the sotamas90 datasource.  This happens at the sever and any workstation, this feels like some backdoor lock down possibly.   Its not DEP, checked that.  I can take a Crystal file from clients system and opens fine on my side.   Does anyone have any ideas what would restrict Crystal from working in this way?
