This seems to reference the commission changes that @MarkChinsky was talking about. Near as I can tell under the old Avalara plan you'd make 20% in year one and 10% in year 2. Under the new plan you can make 20% in year one and maybe a bonus if you have sold at least 3 deals and $25k during the year. http://www.avalara.com/partnercommissionsfaq

I really don't like being lied to. What partner told them they don't want recurring commissions to build a business???

The whole document is misleading. If you look it over quickly you might come to the conclusion that they've doubled commissions.

This just in from my Avalara regional manager: You received an email today about changes to our partner program. I wanted to give you a heads up that the commission rate changes don't apply to anything ordered through Sage. So in other words, it's pretty much business as usual with Sage orders.

I am sure the fine print will be changing in the future. Just a matter of near or nearer future....

And I believe it has always been that you have to have one new order per year to continue to receive commissions.

I'm guaranteeing you when they have to renegotiate with Sage, the Var (not sage) will get cut out of the recurring commission

2014 is the year the margin died.
