Where I found Sage 100 PR coming up short on tips is where employees were not paid minimum and did not earn enough in tips to get to minimum so their earnings had to be grossed up to minimum. We had to go with Sage HRMS/PR plus an enhancement to make this happen.

Then yes you will want to use the TE – Tips Earned.
The regular Tips earnings code is setup to record tips that the employee already received – it has an offset deduction code so the taxes are withheld but the tip amount is not added into the net pay.

They want to include the tip amount in the final wages less taxes.

I'm not sure I follow you,
Do they want to include the tip amount in the final amount paid (but less the taxes).
Or
Do they want the tips NOT included in the final pay but still deduct the taxes?
