Yes, I have seen M4L's in the CUSTOM folder be used after renaming too. If I remember correctly, changing the file extension from .M4L to .M4L.disabled did stop Sage from seeing the panel file.

I was going to post this but you beat me to it. I have also seen renamed M4L files under the MAS90\[XX]\Custom sub-folders still get used by the task and the only way to stop the behavior was to move them out from under the Custom sub-folders. I typically make a backup folder above the MAS90 directory for this purpose with a folder for each module and its Custom folder to be on the safe side. Then you can delete any unused files, even if they have a different extension, keep just the one file for each applicable task then run the rebuild customizer log utility for everything.

Don't rename custom office screens in windows. If you rename a custom office ".M4L" file somehow custom office knows to keep pointing to the renamed file. I have had that happen enough times to avoid that trap.
If you look in the SO\CUSTOM\ ###-### folder, do you see just the "SO_SALESORDER.M4L" ? or are there others like "COPY OF SO_SALESORDER.M4L"
look for any .M4L files that are not specifically tied to a screen. If there are others that are clearly not being used, then delete them (make copies somewhere outside the MAS90 folder first).
then run the custom office utility "rebuild customizer Log"
In fact, I don't see that you mentioned running that utility. If you have not, then run it even if you don't find extraneous.".M4L" files

Have you check to see if the userkey in the sy_user and sy_userhistory are out of sync?
We had this happen before as it keeps showing the wrong username on things. May explain why a new user (who has somehow was assign a reused userkey) is having weird screens as it may have a customize group on that old user key.
