FYI,
We have a customer that's been seeing this (2018.3 Premium), and we thought it was an enhancement / script issue, but after I verified in unmodified v2018.8 & 2019.2 Standard, I found the following:
Sage KB 99750
Posting here in case someone else is struggling with the issue. (Finding the KB article was not easy).
(No Avalara... just regular tax schedules in Sage).
(Edit: corrected version number... confirmed in v2018 & 2019 Standard).
