Robert,
I had a very similar issue and I think the customer wound up having to turn
on UAC, accept the "do you want to make a change" and allow the workstation synch to complete. Then from what I know, they turned UAC back off.
I'm not saying this is your fix but you might try temporarily turning UAC back ON just to see if you get a prompt which allows you to answer "Y" and then have that sync finish.
This only happened on one computer out of about 1/2 dozen at the customer's site.
