I just had an interesting issue with Sage Product Keys. Installing a new 2018 system and the product keys from the website were not including the new mobility for bar code module. After working with support, we realized there were multiple keys. The old Sage Std keys were still there alongside the 100c keys. I was copying the first one on the list, which was the old key, the tech was using the new keys to test and it was installing mobility fine. Support said he would have sales remove the old keys as this could cause the system to pull down the wrong keys during an auto update. (I think I remember a thread about that here) The moral to the story is check to make sure all the product keys are in agreement.
