By VDA do you mean VDI?
I have a customer who is big into VDI ( Virtual Desk Infrastructure) which to my limited understanding means that every time the workstation/desktop is rebooted that a clean desktop comes back upon the next reboot. Whatever changes you make to VDI during the session appear to be wiped out. Admins have ways around this - and can grant exceptions to certain users so that they don't have their environment fully wiped/reset.
I know for Sage Intelligence they had to give their key user of SI a static desktop primarily (I think) so that their desktop machine name didn't change. The IT was very sophisticated in this instance so they "figured out" much of the workarounds and I may not have gotten the full list of what they updated.
Also, anytime you have a bizarre never before seen error think user rights at some level and you'll probably have a better than 50% chance of being right. Unfortunately with large scale VDI the IT departments are usually (wisely) unwilling to make an AP clerk a domain admin just to test rights...
