I ran into this at client commenting about 1980 security (see other posts). Just one of those gotchas that we have to deal with!

Got it solved. It was permissions on the C:\Program Data\Sage Software\SageMASIntelligence22 folder wouldn't let changes to config.ini get stored.

Domain Users now have full control of these 4 folders, still not accepting the path. @Beth Bowers, was this what you meant?

You probably don't have rights to write to the local file that stores the repository - it's not the path that's the issue. C:\Program Files (x86)\Common Files\BI folders
