I don't know of a kb article specifically. However, it should make sense to their lead IT: 64-bit apps have different code interacting with its client apps than 32-bit. So mix/match would seem pretty impossible.
If I were you, I'd use this as an opportunity to get them into the cloud, where this will not matter. Or at least get them to invest in a good RDP server experience. With a solution that properly handles printing and local drive mapping, this approach is simply more reliable. Local workstation issues pretty much disappear. Employees can easily WFH with cloud, and it's not too hard to enable WFH with just a company's RDP server.

I believe the issue is the syncing of the documents folder to OneDrive. The documents folder contains the Sage 100 folder that includes the JSON file. For example on my laptop the folder is C:\Users\DLH\Documents\Sage 100. I have had this conversation with IT several times.

I did this and same result.
I originally had those 2 files in c:\Program Files\Sage\Home.
Moved them to c:\SAGE\MAS90\Homeand re-registered regdm.bat.
DLL registered successfully.
SO Entry window still opening and closing/disappearing.
