Was it truly fixed everywhere. The KB Kevin references says it was fixed in the 2016.5 product update regarding LOT valuations having some pennies left over when quantity is zero.. But there have been many instances where Sage "unfixes" it is subsequent release. Perhaps this is one of those. If you generate an IM valuation report, you might see some zero quantity tiers have some valuation dollars. A year or so ago,
@Jeff Fiddelman helped me with a QAD utility to wipe these tiers to oblivion. Seem to do the trick.

I've also experienced the issue with "transfers" warehouse to warehouse; leaving behind a balance. My v2017 client no longer does transfers, instead they do two adjustments in and out of warehouses to eliminate the zero quantity with negative extend balance.

I have seen this in 2019. A client had an overattributed tier in one warehouse and when they transferred the qty from one warehouse to the zero out negative tier, the costs were different and left a tier value with a zero qty.

A Zero quantity cost tier no longer exists with a residual value after a lot is adjusted to 00.00 through Transaction Adjustment entry.
