i'm working on an upgrade right now from 4.4 to 2018, the incremental upgrade to 2016 gave me similar behavior after migrating, A pvxwin32.exe process would spawn and consistently use 25% CPU but the desktop never appeared. The longest i let it run before killing it was about 35 minutes, no progress bars, updates, messages, nada.
I then wiped 2016 from the new server and tried again,l same result, desktop would appear before the migration but would not appear after.
I then wiped 2016 again and tried installing 2014 to use for the incremental upgrade, same result as above. I then started over again and this time only migrated the system files, same result.
So i backed up the 2014 MAS_System and then copied the 4.4 MAS_System folder over it and the desktop appeared. I then started copying small groups of files from 2014 MAS_System backup folder back to the 2014 MAS_System folder until the desktop stopped appearing. It turns out, it did not like the SY_SagePEPTask file after migration. I DFDM'd both pre and post migrations side by side and did not see any discernible difference. It seems PEP had been enabled since the install of 2014 but i disabled it in the 4.4, 2014, and 2016 installs before migrating. I ended up manually re-initializing SY_SagePEP, SY_SagePEPTask, and SY_SagePEPTrack in all versions.
The behavior has not resurfaced yet.

Update: IT did disable Cylance Security, still no Launching of Sage. When I put my 'Test Upgrade' copy back in place, Sage starts/launches just fine in both regular Advanced and MAS90 mode. So I've now remigrated system files twice - including copying the v2015 to the v2018 server and migrating. Both times Sage doesn't Launch afterwards. Not sure if it pertains but when I look at directory sizes of the v2015 to v2018, v2018 has 3000 less files after migration. Seems weird. Going to try migrating just company data, but I'm not a happy camper with that option.
My biggest question being - does paperless documents migrate over with just company data migration?

Not sure if itiis related but Windows script host needs to be installed for scripts to work. If it was previously installed there may be a permission issue or try reinstalling it.
