I've had this a couple times, both related to enhancements.
First, the APS data conversion didn't
properly update CI_EnhancementActivation (compared with SY_EnhancementModule).
Second, last Friday (for an upgrade to 2022.1) was related to the PR module not allowing me to even open a screen without the prompt to convert. Sage support turned off the service, moved the Links folder contents elsewhere (keeping only default.pvc), running Sage data conversion again, then disabling the service and bringing back Links... Everything was fine after that. The explanation given (by "Matt D") was that the customizations to company conversion programming were the cause.
