Sage 100 2015 Sage Intelligence. Customer wants an income statement for one quarter with departments as columns across the spreadsheet. Can this be done with the layout generator or does it require Designer add-in?

The layout generator is part of the Designer module so unless I am mistaken, they will need the Designer module to facilitate financial reporting. That said, the layout designer does not provide an option to filter by department,. However you could use the layout generator with column placeholders and then edit the formulas to filer by department one generated. Let us know if you want/need assistance, we are happy to help.
