Clicking ok without entering a password seems to have gotten me past the error

I just hit this tonight in a new install that was running fine (2016). It lets me enter the payroll (I'm importing history) but when I get to the Check Register/Update it throws this little gem. Are you able to actually do anything in payroll @WayneSchulz ?

I don't have payroll at this site. There were two KB articles on this and I think one addressed the payroll. Seemed to indicate a PU was available to resolve this. My guess it that metering is the phone home portion which checks licensing.

It turns out that the client had partially installed update 3 for 2016. That definitely broke some things. I went ahead and reinstalled the update and the error stopped.

Had this during a 2016.5 service update during the Merging System Files.
