Getting a link to work through the Paperless conversion to PDF is very limited. AFAIK the best you can do is extract the first tracking #, then use that in a white text field that has the full URL, which becomes click-able automatically. (If you've ever customized an APS / Repay form for click-to-pay, that is the technique).
Edit:
To be clear, Crystal Reports has many features for creating clickable links... but none survive the Paperless / Amyuni print driver. (At least this was true the last time I tried).

For that you need two sub-reports, to have consistent output when printing an invoice from History.
