Sage gets the Partners to sell hosting dangles the tier credit carrot, and it should work, right?
The target is cash flow, first, last, and always. C level execs got their shirts handed to them during a pandemic with a drop in Sage renewals, and one of them pointed a finger and said , 'this wouldn't happen if the product was hosted'. This secures Sage renewals on a platform they'll 'control' and you, the partner, get to sell & manage for them. Add on the unlimited support calls and SageU for free, and what customer is going to pay you for something that Sage gives away? Just think, when a customer gets upset with your invoice/SLA price, Sage can flip that customer to another firm faster than you can say, focus. Or, likely the next step, Sage might just keep the customer all to themselves and keep all the tier credit, commissions, and profit to themselves.

The target for this is Partners, recruiting customers into locked in infrastructure, with the pain pushed back onto the partners for all the red tape / complaints.

Way too much risk and too little benefit ( until Sage requires you to migrate to it ).
Let others be the pioneers. If you sell this I strongly recommend you provide customers with an upfront FAQ about the pros/cons of the solution or you'll potentially become the unpaid complaint desk.
I LOVE the concept of keeping customers current and upgrading every 12 months.
The problem with this - as we know - Sage is late to release PU, the ISVs with KEY enhancements are late or don't support a PU.
The time to have planned this was probably 5 years ago and it should have been a 5-year plan to get all Sage 100 able to upgrade within 12 months.
If an ISV is not able to meet that goal within the time period then Sage should not allow them in the program.
Frankly, I don't know who the ultimate target customer is for this.
Really small customers are gone.
Medium-sized customers have an IT department with virtual machines and RDP
What's problematic is Sage will start bombarding customers with marketing which may be misleading and then we'll be stuck spending time getting quotes and making demonstrations.
This is really really scary.
