I have another customer who uses Scanforce Make To Order. That works well. Unfortunately, it won't work for the customer for whom I made this inquiry. This customer has an outside application that generates a list of items and quantities needed to manufacture. It can create a csv file that they would like to import.
I'm getting the impression that no one has created a V/I import yet. That's cool. I enjoy being a trailblazer. :-))

@Brett Zimmerman it is the add-on that allows creation of W/T from Sales Order Entry. I also got the answer to my question, which is that work ticket completions DO NOT auto-create a shipment/invoice from the customer sales order (as in Operations Management).

It's more like the standard Production Management "soft sales order link", but it automates the whole work ticket creation (and auto creates subassembly WTs which is great)?

I attempted and finally gave up, but went with the ScanForce Make to Order add-on.
Created an import into sales order entry, the source file only had the item and the quantity, everything else required assigned in the job. Then go to sales order and select create Work Ticket, and print work tickets then deleted the sales order. Works great. My client was importing about 100-200 lines to the sales order, from import to printing process takes about 2 minutes.
