Payroll upgrade to 2019 (from 2017) Getting message payroll subscription allows 25 employees, currently have 9 active employees, contact Sage to Upgrade

    Wait - what!?

I have verified the registration info on Sage.
Did the System Config Update, at first got save config, then record 0 busy error.
Exited Sage tried activate, then update and got no changes necessary.

    Any other ideas?

How many other companies have PR.  I thought it used the active employees from ALL companies.

This explains how Sage counts employees - essentially it is across all companies and based in unique employee ID who you have computed tax for.

@Jeff Schwenk They do have many backup companies, none of which are active that I know of.

@Wayne Schulz I have confirmed everything from the Sage article and it all checks out.

Does the sentence below from the Sage resolution mean the message will always be there if they ever exceeded their tier limit? Which they did when they went from 10 to 25 employees.

"After the expiration date, you are able to continue to perform tax calculation for your tier limit."

The message doesn't seem to prevent Tax Calculation. Maybe it has always been there and the end user never told me?

Strange - I always though 9 was less than 25 - maybe Sage math is different. LOL
