Shot in the dark. If I remember correctly the SOAP endpoints in the integration actually used IExplore.exe. So try logging on to server's desktop using the Sage App Server service account again. Make sure the Paya desktop app starts (and be sure to update it if it says an update is available as this can definitely block requests).
Now simply try to start Internet Explorer. Is IE Enhanced Security Configuration enabled? If so turn it off (using the correct steps - it's not just a matter of unchecking it in Server Manager).
If not, maybe you have to complete the 1st time IE user start up process for the Windows user you're logged in as, perhaps. Also the test endpoint in the integration is
www.na.sage.com:80 so try to enter that in IE as well. Nothing should actually happen in the browser, rather you're just checking to see if an error occurred (bad) or if redirects to the Sage NA corporate site (good). Hope that helps.
