The recommendations here about consulting a solid IT/CTO resource are certainly on target.
I think you should start, though, by recommending the put the Sage server into the cloud. I'd start by discussing this with IB-N, <g class="gr_ gr_257 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace" id="257" data-gr-id="257">GoToMyERP</g> or Summit Hosting -- all solid 90 Minders. We happen to have several customers happily avoiding challenges similar to yours with a solution from Applianz.
I know the customer thinks that RDP is a non-starter, but they are wrong -- they have to get their network access and hardware configuration right. With cloud hosting solutions, the hardware element is straightforward, and the vendor applies that level of expertise as part of the setup and subscription. It will be easy for the vendor to prove to the customer that application access with this is more than acceptable because cloud demos can be arranged in minutes.
The 4 vendors I mentioned are all experienced with Sage 100 on their farms. It removes a lot of that risk. The customer doesn't have to move all of their servers to the cloud, just the Sage-related ones.
Some of the vendors will let you carry the paper on the deal, meaning that you can propose this a Sage-focussed solution, you charge what want, and you bundle the front-line support into it. Once you get this going, support requirements are really, really low.
Oh, and ANY custom app development should always be a last resort. You aren't there yet.

Remote Apps are not for the faint of heart. I would run from this screaming if they did not have a qualified IT Consultant to implement and maintain.
Here's a thought. I am guessing you are estimating 300 feet between buildings. Do they own the property between them? Could they run an aerial or underground cable to connect them? 100 meters or 328 ft is the technical maximum distance for twisted pair ethernet. You could install 2 switches at the points that make the shortest distance between the buildings and connect both these "edge" switches to the internal LAN's of each building. Or if the distance is too great, run fiber between the buildings, it's not as costly as it used to be.
