The most important reason to wait would be to wait for the release of Production Management MTO (PM MTO), so you have it available for comparison. Just because a customer has been using WO/MRP does not mean that's a lock for simply using PM. The estimate from Scanco and many JobOps consultants is that perhaps 70% of the manufacturers, using WO or not, are going to be candidates for PM MTO rather than PM. Once you convert a customer from WO to PM, it will be difficult to convince them to move to PM MTO, even if it is what they should have. This is similar to when WO was the choice over JobOps. Customers opted for WO to save money, but the reality is they did not have the functionality they needed that potentially cost them more in workarounds and lack of flexibility.

We are going to bit the bullet with one of our customers real soon. this will be a 2 step upgrade providing enough time for testing PM.

I'm 100% on track with your thoughts. I've asked repeatedly and I feel like I'm getting "I don't want to put down the new MFG" type comments ( aka polite). I'm recommending that people hold on any PM migrations until such time as someone can openly point to a customer that has gone live who was a prior user of Sage WO/MRP. So far all I've run into is polite dodging ( my opinion ) and people testing but not live.
My understanding is you can use WO/MRP on 2019 but if you turn on PM there's no going back since the two cannot work together.
