To answer your direct question, yes I believe that is still possible. When running the server install, if you choose an unlicensed module, there is a pop-up warning to not activate it in Live company codes. (I don't know if there are any Job Cost specifics to be concerned about).
Alternative idea:
We all know uninstalling a module is a pain, so last year when a Premium client (with many enhancements) wanted to test PM I just gave them a folder copy of my Standard MAS90 of the same version they were on, using PMZ data, with a manually created shortcut for logging in. This allowed them to test the module / transaction patterns, without affecting their Live system.
