By default VC installs the settings files to a hidden system folder (as you are warned about with a pop-up the first time you run a new VC install. Edit the ini to redirect to a path of your choosing to make managing the files easier (backups...).

I've done this so many times it is all instinct now.
- Check with Ido to see if the customer is current on their license / entitled to install the latest version.
- Install VC on the new machine (old version, or upgrade if entitled).
- Redirect your program data from the hidden system folder (as usual).
- Copy these four files from the old server to the new.
- You may need to edit paths in the ini, if they are different on the new server.
- Copy your report files to the new server.
- Update paths... with the utility (also remembering to check your batch files for updates too).
