For checks, that is the number of allowed lines before an extended stub is printed. The form design still needs the space.
For any Crystal Report, the number of lines that fits on a page depends on the data, section height, and how much space the report reserves for the page footer.

I'm in the "keep it simple" camp. Pre-print the terms and put those pages upside down in the paper tray, then ignore duplex printing when printing invoices.
Group footer sub-report works fine if you only need the extra page to be printed once for each invoice.
