Just throwing this out there - had a client that was on 2018.2 with payroll and they wanted the new icon in Employee Maintenance, so I upped them to .3 (with appropriate payroll). When they got to their Direct Deposit Processing, it told them it was unable to create the ACH file. I checker permissions and all seemed to be OK, BUT noticed they had it as a mapped drive in PR Options. I changed it to a UNC path and it worked. Looks like this might be something that got changed on .3, but I'm not going to bother testing to confirm. :-)
