The Cross-Tab Expert, Tab # 3 (Customize Style); has a check box to ""Repeat Row Labels"". Turning on that setting will allow each new page of the actual cross tab report to repeat it's headings. This makes it much easier the data when you can see the headings on each page. Additionally, you can put the Cross Tab Report into the Group Footer, then in that section, set the page break at the change of each group. That would give you ""many mini cross tab reports""; for each group section.
Other than those two suggestions, I do not believe you have any control over page breaks in a Cross-Tab report. But if someone knows differently; I'm all ears.
