Is there an easy way to rename a form code, for example an invoice form? There doesn't seem to be a way to do it short of maybe creating another code with the new name and use report manager to delete the old one?

Not that I'm aware of, unless maybe via dfdm (sy_reportsetting for example). But that could possibly create other issues. Your stated method is likely the way to go.
