    If congress did not pass the payroll tax cut bill, won't this affect the tax table update that came out today?

    They will have to come out with another one. Then congress will change their minds and tack on a different change to a completely unrelated bill, which will be recinded on constitutional grounds. An election will happen and the new congress will change that. Need I say more?
