I thought the Delete utility in AP wouldn't delete a vendor record where the history was within the period set to retain history. I was testing this theory and was able to delete a vendor within the history period with the ""All Files"" box checked. Is this new or has it always been this way?

Always thought the only thing the delete utility wouldn't touch was a vendor with an open balance.

I tried that @WayneSchulz and you are correct. But if there are no open invoices, the Delete utility will work regardless of the history retention period. Good if you want to get rid of vendors, bad if you need to issue 1099s!
