I have read some many things...I want to make sure I understand. If a customer is in version 2013 with an expired contract for over 2 years, how can Sage enforce renewal and/or payroll subscription? They can update the tax tables manually.

They won't be able to print forms. If tax rules change requiring program patches then they're sunk. Other than that they can take their chances and update tax tables manually.

Couldn't you create a Crystal report to mimic the form? I realize this would put the liability/responsibility on you but once you design the form, you could make it available to all your clients.

What @KathrynScofield said. In my mind, it isn't worth it to mess with the tax forms/filing. It's a fairly monstrous task, even if it seems rather simple.

That is main issue we have some local tax returns in PR that you guys dont have. Most of my customers I export the payroll data to a local software that does ALL the tax returns and W2's.
