I have a customer with remote desktop connection to a off-site server. I want to print locally...but no printer in the local site has access to the remote server. How can I go about? Selecting local devices will not work.

Start by installing the printer driver on the server, so that it will recognize the printer.

If you still don't see the printer, there is a setting on the server to allow using the local printers. Sorry, I can't direct you to that setting, I rely on IT to enable.

There is a utility we use with a few customers called TSPrint that works really well for that. It's a server license. Cost is about $400 per server. It really makes the printing issues go away.
