I think you are probably right Mark. It's another example of Microsoft spreading themselves a little thin.
On a related note, I read somewhere recently that some crazy % of internet businesses use Amazon EC2 for their infrastructure. I can't recall exactly but I think it was north of 60%. That's scary numbers.
