I am upgrading a customer from 4.20 to 2014. In 4.20 they had used custom office dialog to default the customer pricing drop down to customer price override. That drop down box is accessible for changing the default in their 4.20 version. In 4.5, 2013, 2014, it says it's program driven. My question: was this a change in the program, or did their previous reseller unlock the field for them? If so, can anyone tell me how to do this or does it take MD privileges?

You can do this in Custom Office/ User defined Field and Table maintenance. Choose the table IM_PriceCode and choose the advanced field settings. Then make the Pricing method default to ""O"" See screen shot. This will default it to Price Override
